Someone said we were told by Ian Bellinger that the LPU is expected 'any day now'.

The latest info we have, which has come from two senior staff at WBC planning dept, was the NPPF changes are due "any day now", that the LPU is now likely to be published in the New Year, and that the proposal is now for 750 fewer houses, i.e. 3,750 not 4,500 ;-)
